Consider the context for what had already occurred as recorded in the book of Ezra. King Cyrus pro­claimed that the LORD’s house was to be rebuilt so exiles returned to rebuild. The people rebuilt the altar first and began to rebuild the temple. Once the foundation of the temple was complete, adversaries arose against the temple being built and the work stopped. That’s where Haggai 1 begins.
